В столице Триполи собрали шейхов всех проживающих в стране племён. Для ливийского руководства сейчас главное, чтобы НАТО, выступившее на стороне "повстанцев", поняло, что имеет дело не с одним полковником Каддафи, а с целым народом. Приехали племенные вожди даже из восставшего Бенгази. При существующей политической системе это, пожалуй, самое широкое представительство ливийского народа, по феодальным ещё традициям существующего в племенных рамках.
Все ли присутствуют - можно было проверить по опубликованным спискам. Племенам было сложно выработать единую программу действий. Резолюция собрания: Ливия должна быть единой, внутринациональный диалог - дело внутрисемейное, иностранцы не должны в него вмешиваться. Глава ливийского правительства Аль Багдади пытался призвать лидеров повстанцев, провозгласивших своё правительство в Бенгази, одуматься.
"Я обращаюсь к моим бывшим коллегам по правительству, которые сейчас вошли в так называемый переходный совет. Я призываю их: хватит крови. Ошибки были, но мы делали их вместе, значит это общая ответственность", - заявил секретарь Высшего народного комитета Ливии Аль Багдади Аль Махмуди.
Но западные телеканалы просто проигнорировали собрание шейхов племён, а если не было в новостях, то как бы и вовсе не происходило. Иначе НАТО пришлось бы признать, что у полковника Каддафи всё ещё полно сторонников, а ливийские племена - против иностранного вмешательства в конфликт. Так, европейские и американские СМИ тоже заняли сторону повстанцев и участвуют в войне наравне с авиацией НАТО. Например, в эфире рассказывают о боях в Триполи и переходе армии на сторону восставших - в самой столице ничего похожего не происходит.
Ливийский лидер почти не показывается на людях, скрывается в бункерах: за его головой идёт необъявленная охота. Местные жители теперь по ночам дежурят в правительственном квартале Баб-Аль-Азизия. Они верят, что пилоты НАТО не решатся бомбить гражданских.
Дежурство в качестве живого щита в районе, где много правительственных учреждений, превратилось для жителей Триполи в своеобразное ночное весёлое времяпрепровождение. При всём оптимизме этого народа, здесь стараются о плохом не думать. И приходят сюда даже с детьми.
Пропаганда повстанцев рассказывает, что режим просто прикрывается мирными жителями. Но принуждения мы не заметили, а жители Триполи искренне считают, что спасают своё руководство. Впервые режим столкнулся с необходимостью вести контрпропаганду, и ливийские власти только учатся работать с журналистами. Журналистов возят по местам боёв и бомбёжек организованно, снимать можно только то, что разрешат: многолетние традиции сложно ломать. На центральной площади небольшого городка Эз-Зауия, недалеко от Триполи - следы боёв, которые прошли здесь ещё в конце февраля. В доме у одной из женщин теперь нет стены. Говорит, что "повстанцы" так учились стрелять. А среди повстанцев было много тех, кого даже в исламской Ливии называют исламистами.
О проявлениях расизма и жестокости среди повстанцев Европа и Америка почти ничего не знают. А победит в войне тот, кого победителем назовут западные телеканалы. Официальный Триполи пока проигрывает информационную войну.

To know if all of them are present - you can check the published lists. It was difficult for the tribes to develop a common program of action. The resolution of the meeting is: Libya must be unified, the intra-national dialogue is internal dialoge between the families and foreigners should not interfere in it.
The head of the Libyan Government Al Baghdadi tried to encourage the rebel leaders, who proclaimed their own government in Benghazi, to think again." I appeal to my former colleagues in the government, which are now included in the so-called transitional council.
I call them: enough of blood. Mistakes have been done, but we did it together, it means we must share the responsibility," - said the Secretary of the General People's Committee of Libya Al-Baghdadi Al Mahmoudi.
But the Western television channels simply ignored the meeting of tribal sheikhs, and if there was no news about it, this does not seem to happen. Otherwise, NATO would have to admit that Colonel Qaddafi is still has lots of supporters, and the Libyan tribes stand against foreign interference in the conflict. European and American media took the side of rebels also and are engaged in the war along with NATO aircraft. For example, they were broadcasting about the fighting in Tripoli and the army going to the insurgents side, but there was nothing like that happening in the capital.
Russia Today reporter tells: "We were making videos in the town of Tarhouna where Gaddafi supporters and civilians were training to protect their motherland from NATO. I was surprised to see these video shots in many TV channels who said that these people were training in Benghazi to fight against Gaddafi!"
The Libyan leader is almost not shown on the public, hiding in bunkers: undeclared hunt is going on his head. Local residents are now on a duty at night in the government quarter of Bab al-Aziz. They believe that NATO pilots would not dare to bomb civilians.
The duty as a human shield in the area where are many government agencies have turned for the residents of Tripoli in a kind of nighttime fun. With all of the optimism of these people they are trying not to think about the bad. They are coming here even with children.
Insurgent propaganda says that the regime is simply concealing itself by civilians. But we have not noticed the compulsion, and the inhabitants of Tripoli sincerely believe that they rescue their leadership. For the first time the regime was faced with the need of counterpropaganda, and the Libyan authorities are learning how to work with journalists.
They take journalists on the places of battles and bombings orderly, you can make a video of only what is allowed: it's hard to break a strong tradition. In the central square of a small town Az-Zauiya, near Tripoli are traces of the fighting that took place here in late February. The house of one women now has no wall. She said that it is from the "rebels" learning how to shoot. Among the rebels were a lot of those, who were referred to the Islamists even in Muslim Libya.
Woman says: ""The rebels captured a black Libyan, a local man, and said that he was a mercenary, Allahu Akbar, and cut his throat, right here in this place. I was shooting it with my cellphone but I didn't manage to do it well, I was too scared they would notice me".
Man says: "I fled here from Misrata, there are 2 of my brothers still, they are hostages in fact. I fled here because in Misrata they started killing black people. We were not much liked there before, but now they say we are all mercenaries. And those people who don't join them, they just cut their fingers off!"
About the racism and brutality among the rebels, Europe and America know almost nothing. The winner of the war will be the one whom the Western television channels will call the winner.
